Flexible Spending Accounts

The CSU Health Care Reimbursement Account (HCRA) and Dependent Care Reimbursement Account (DCRA) are voluntary benefits for eligible employees that offer significant tax advantages and could increase an employee's take-home pay.

This is a calendar-year benefit. You must re-enroll each Open Enrollment for the next calendar year. You have until March 15 of each calendar year to spend your contributions from (Jan-Dec prior year). Funds do not rollover; if you do not use your contributions by March 15, you will forfeit them. You have until June 30th to submit claims for the previous plan year.

When Can You Enroll in HCRA And/or DCRA?

Employees may enroll in the plan within 60 days of hire or a subsequent change in status or during open enrollment. Once coverage begins, you will not be able to change your contribution amount unless you have a change in status.

Health Care Reimbursement Account (HCRA)

The Health Care Reimbursement Account (HCRA) plan allows for the reimbursement of out-of-pocket health expenses from money deducted from an employee's paycheck before federal, state and FICA taxes are deducted. Expenses eligible to be reimbursed are expenses incurred by an employee, employee's spouse, and dependents (including domestic partner) for the diagnosis, cure, treatment or prevention of disease, and for treatments affecting any part or function of the body. The expenses must be to alleviate or prevent a physical defect or illness. More information on eligible expenses can be found on the ASI Flex website. Contribution limits are set by the IRS and can vary annually.

ASIFlex Debit Card (HCRA Only)

You may pay for eligible health care/benefit expenses under the Health Care Reimbursement Account (HCRA) Plan by using the ASIFlex Card, a special-purpose debit card. ASI Flex will issue two cards to all account holders. For detailed information regarding the ASIFlex Card, please review the following information:

Dependent Care Reimbursement Account (DCRA)

The CSU Dependent Care Reimbursement Account (DCRA), a voluntary benefit for eligible employees, offers you the ability to pay for eligible out-of-pocket dependent care expenses with pretax dollars. If you enroll in the plan, the contributions you make to your account are deducted from your pay before federal, state and FICA taxes are calculated. Your taxable income is reduced and, consequently, your taxable income reflected on your annual W-2 statement is reduced.

Expenses eligible to be reimbursed from the CSU Dependent Care Reimbursement Account are expenses for certain dependent care if the care is required in order for the employee (spouse) to work. Eligible dependents for whom the DCRA reimbursements can be claimed are:

  • A child under age thirteen (13), for whom an employee or spouse can claim dependent status on their income tax return,
  • A spouse who is physically or mentally unable to care for him/herself, or
  • A financially dependent member* of an employee's household, who regularly spends at least eight hours each day in the employee's home.

*Including an employee's domestic partner if the domestic partner is a dependent.

  • If you received a request from ASIFlex to provide documentation of a card transaction, please complete ASIFlex Claim form.
